Development costs for second generation biofuels may still be prohibitive for companies because either the technology is not fully developed or it costs too much to operate. To add to the complexity of the issue, differing levels of government support in different countries do not create a level playing field for the market to develop. Particularly for the EU and member states, governments need to give industry clarity that any support they are going to give is long term.
